These seeds need cold stratification!
I placed half of the seed packet directly into a pot with soil, the other half on a damp paper towel and placed in the back of the fridge for about 4-6 weeks. Not a single seed germinated when placed directly into soil. However, the ones that started in the fridge grew pretty quickly (lavender is a slow growing plant, flowers aren't even expected on them for about two years) definitely recommend starting seedlings in the fridge for successful germination!

    "Scrub" the seeds
    Lavendar seeds have to be "scrubbed", meaning it the outer seed covering has to be scrapped or sanded. It isn't easy but germination will be higher.
